PEPPOL Implementations in Italy: the Big Picture

An increasing number of PEPPOL pilot scenarios have been completed by a variety of Italian public and private organisations, fostering adoption of the next generation of interoperable eProcurement solutions.


40 PEPPOL pilot scenarios have been completed in Italy. All PEPPOL components, including eDelivery, eInvoicing, eOrders, eCatalogues, signatures validation and the Virtual Company Dossier have been implemented by Italian partners.

The adoption is balanced across the country and includes large multinationals, SMEs, regional and local municipalities, proving that PEPPOL-based technology can be implemented by companies of all sizes. Cross-border implementations have also been successfully completed with organisations in France, Spain, Sweden and Iceland.

Among the various companies adopting PEPPOL, two cases offer an interesting perspective about the feasibility and advantages of using PEPPOL based technology for SMEs.

Delta Ufficio, an Italian SME office supplies provider who is registered on the electronic marketplace for public administrations (MEPA), has recently piloted the PEPPOL post-award eCatalogue. The company has extensive catalogues, in some cases over 5000 lines, which requires a considerable amount of updating and maintenance from a staff of 15, in order to meet the needs of public authorities. Prices and services must be updated first on their internal ERP system, where supplier catalogues are received, and then secondly on the MEPA platform, essentially doubling the effort. Pier Giovanni Cacioli, responsible for eCommerce at Delta Ufficio states: “PEPPOL is a formidable idea because it will allow us to manage our catalogues only on our ERP system and the data is then automatically updated on the MEPA platform, saving us an enormous amount of time while increasing the quality of our offer”.

The following example illustrates the importance of PEPPOL to a micro-enterprise, Faci di Cacaci, on the outskirts of Rome, who is a long standing supplier of ironware to the public sector. Following an online request for a quotation, this pioneering retailer decided to test the PEPPOL Client Demonstrator tool to prepare their offer in an XML formatted eCatalogue. One of the most important advantages for Faci is the ability to re-use these eCatalogue offers with other public administrations and to connect to the PEPPOL Property Server (PPS) to better understand the requirements of public administrations. The ability to click on the properties of the products required, to see standard definitions, and have access to an online database are some of the value-added aspects of implementing the PEPPOL model for Faci.

A relevant case from a contracting authority perspective is the Reggio-Emilia Health Authority. The authority acts as the central warehouse for 7 health authorities in Emilia-Romagna, providing a single point of contact for all suppliers that need to send eInvoices to these contracting authorities. All suppliers wishing to do so can send their eInvoices to the PEPPOL transport infrastructure (eDelivery component) through the PEPPOL Access Point operated by Intercent-ER, using the PEPPOL invoicing specifications. The Reggio-Emilia Health Authority then invoices the due amounts – using the PEPPOL specifications – to each Health Authority.

At the current rate of adoption, Italy is well positioned to play an important role for the future of eProcurement in Europe.

Specific case studies have been presented during the PEPPOL conference, in Rome, on 29th and 30th of May 2012.
