A new Italian participant for PEPPOL

As a result of the positive development of PEPPOL and the important role of Italy in the project, the Authority for the Supervision of Public Contracts for works, services and supplies (AVCP) decided to take part in the initiative. AVCP is going to participate in PEPPOL, focusing on the Virtual Company Dossier component, leveraging on standardisation developments for some of its own ongoing projects – mainly those aimed at enabling the exchange of certificates for technical and financial qualification between the economic operators and the contracting authorities, exclusively based on the use of electronic means.


AVCP is an independent body that monitors compliance with rules governing public contracts, as well as the entire public procurement system. Its duties, recognised by the Public Contracts Code of 2006, include: oversight of contracts and compliance with public law, reporting of serious breaches of legislation to the government and parliament, formulation of proposals for changes to legislation to the government, surveillance system for the qualification of firms in the sector of public works. 


AVCP participation in PEPPOL is voluntary, but will be officially recognised by the consortium with full access to all project activities and also communicated to the European Commission. Given the highly strategic role of AVCP in the field of public procurement, the Italian partners and all other project participants consider the participation of AVCP in PEPPOL as an important step for the project.
