FRANCE connects to PEPPOL

At the event “France connects to PEPPOL” in Paris Bercy on December 12th, 2011, the French government affirmed their commitment to PEPPOL and demonstrated the progress achieved. Ten key French players announced the use of PEPPOL as an innovative solution for cross-border eProcurement. The conference brought together hundreds of stakeholders and PEPPOL participants, including Jean François Junger from the Directorate General for the Information Society of the European Commission, Jacques Mr Barailler, Director of Purchasing Services of the State, and Agnés Arcier, President of Adetef.

A new Italian participant for PEPPOL

As a result of the positive development of PEPPOL and the important role of Italy in the project, the Authority for the Supervision of Public Contracts for works, services and supplies (AVCP) decided to take part in the initiative. AVCP is going to participate in PEPPOL, focusing on the Virtual Company Dossier component, leveraging on standardisation developments for some of its own ongoing projects – mainly those aimed at enabling the exchange of certificates for technical and financial qualification between the economic operators and the contracting authorities, exclusively based on the use of electronic means.

The first edition of a Starter Kit has been released to ease implementation of PEPPOL solutions. The Starter Kit includes information about the operational, technical and legal aspects of the PEPPOL project. In particular, it focuses on the piloting process, starting from initial engagement to implementation and conformance to the PEPPOL specifications. It will be updated regularly as needed.

As part of a long term sustainability roadmap, the PEPPOL Governing Board recently agreed on establishing OpenPEPPOL as a non-profit international association. The OpenPEPPOL association is expected to ensure high level governance and continuation of the agreement infrastructure and promote wider use of PEPPOL based eProcurement solutions in Europe. The OpenPEPPOL association is drawn up as the user driven path towards PEPPOL sustainability, and are being supplemented by an EU supported path and a standardisation focused path.

By January 1, 2013, the new VAT Directive regarding the rules on invoicing[1] which enforces equal treatment between paper and electronic invoices, will come into force in all Member States. By this time, all Austrian federal services will be able to receive eInvoices and from January 1st, 2014, all Austrian suppliers (and foreign suppliers that have the technical means) of the Austrian Federal Government are obliged to use eInvoices according to the Austrian ICT consolidation law (IKTKonG)[2]. The use of the PEPPOL (Pan-European Public Procurement Online) Transport Infrastructure for sending eInvoices, based on PEPPOL specifications is an accepted method of eInvoicing in Austria.
